My name is John and it’s time for the Tank Report

To Leak or Not to Leak – That is the Question

This City has underground home oil heating tanks and they are all deciding to leak, or not to leak.

If you think the tank decided to leak, you can take the tank out of the ground and clean up the oil.

If you think the tank decided not to leak, you can seal up the tank and leave it in the ground.

Then you have to hope and pray that there is no oil under the tank, but you won’t know for sure until you dig up the tank.

That’s probably why this city’s Environment Element policy is that “When underground tanks are no longer used, they should be removed and the site cleaned up.”

That’s why leaving the tank in the ground is a bad idea because you won’t know for sure if there is any oil under the tank until you dig up the tank, and by that time, leaking oil may have reached the water table.

Imagine generations from now when our current construction is demolished and they find oil tanks and contaminated soil.

The next generation might ask, “What were these people thinking, leaving their mess for us to clean up?”

When we discovered we had oil tank pollution, we shut down leaking oil tanks nationwide, removed them, and cleaned up the contaminated soil.

In this city, we have made enormous progress with oil tank pollution, but we still have to be diligent until the tanks are gone.

And how big is the mess?

Well, we don’t really know because when we fill a home heating oil tank with sand and leave it in the ground, we don’t test the soil.

We at least need to find out how big of a mess we have and that is why we need to take soil samples.

I am proud of the City Council for saying they will research, study, and have a staff report about passing an ordinance that makes soil tests mandatory for tanks that are left in the ground.

And I strongly encourage the Council to amend the fire code and make soil samples for tanks that are left in the ground mandatory.

But what people say and what people do are not always the same.

We have an opportunity to finish the job and clean up the remaining oil tanks.

We have an opportunity to clean up our mess instead of leaving it for the next generation.

We have an opportunity to leave a cleaner environment

Ask a salmon, or a whale, or a buffalo, if they think it’s a good idea.

I asked a salmon and it said, “We still have a chance.”

I asked a whale and it said, “We still have a chance.”.

I asked a buffalo and it said,  

“What the human race says and what the human race does are not always the same

and,

pretty much,

it killed me.”
